New IBNET Terms and Conditions

Purpose 

The International Benchmarking Network (IBNET) is a partnership convened and hosted by the World Bank and used systematically by utilities and other water and sanitation service providers, by regulators, and by development planners, including but not limited to those involved in World Bank financed projects, to take informed decisions towards improving service delivery. 

Key Terms 

In these Terms and Conditions these terms have specific meanings: 

“IBNET” means the International Benchmarking Network (IBNET), a partnership and website convened and hosted by the World Bank 

“Member” means any person that has agreed to these Terms and Conditions and has an active IBNET account. 

“Member Organization” means a utility, national (professional), water supply and sanitation association,  regulatory agency engaged in the field of water supply and wastewater management, affiliate or other partner organization, or academic or research organization invited to join IBNET. 

“Data” means data provided by a Member to IBNET on behalf of a Member Organization. 

“Data Focal Point” means a Member identified by mutual agreement as a counterpart within a Member Organization and viewed by IBNET as a representative of that organization and a trusted source of Data. There may be more than one Custodian for a Member Organization. 

“Personal Information” means any information relating to an identified or identifiable individual. An identifiable individual is one who can be identified by reasonable means, directly or indirectly, by reference to an attribute or combination of attributes within the data, or combination of the data with other available information. Attributes that can be used to identify an identifiable individual include, but are not limited to, name, identification number, location data, online identifier, metadata and factors specific to the physical, physiological, genetic, mental, economic, cultural or social identity of an individual. 

“Website” means any website hosted and operated by the World Bank on behalf of IBNET or any web pages, interactive features, applications, widgets, blogs, social networks, social network “tabs,” or other online, mobile, or wireless offerings included in the IBNET Platform, including those operating on mobile devices. 

“Account” means individualized access to IBNET controlled by a username and password provided to a Member by IBNET or any subsequent variants as amended by the Member. 

“Services” means capabilities and functions provided to Members via the IBNET website, online tools and systems, including those that facilitate management of Member accounts, the collection and management of Data and those that support peer engagement and learning. 

“Affiliate” means any Organization that is officially partnered with IBNET. 

Member Qualifications 

  • To be eligible to be Member of IBNET, you must be a person professionally engaged in the field of water supply and wastewater management, or have a professional or academic interest in the performance of utilities and regulators within the water sector.  

  • If you are designated a Data Focal Point, you must be a current employee of a Membership Organization and be authorized to provide said Data under the terms laid out in these Terms and Conditions 

  • Members agree to abide by the terms as laid out, and all policies adopted by IBNET. 

  • Your membership in IBNET cannot be assigned or transferred to another individual.  

 Membership Fee 

There are no membership fees associated with being a Member of IBNET. 

 Membership Term 

Your membership in IBNET shall remain active if you continue to meet the qualifications associated with Membership.  IBNET may terminate, suspend, or expel any Member at its discretion. You may terminate  (unsubscribe) your membership at any time in the Manage Account section of IBNET or by communicating directly with IBNET at IBNET@worldbank.org

Personal Information 

Some types of Data collected from you during your interactions with IBNET may include Personal Information, such as your name, address, professional affiliation, and email address.  

IBNET adheres to the provisions of the World Bank’s Data Privacy Policy.  Individuals who have interacted with the World Bank have the ability, subject to limitations and conditions, to request information about their personal data and to seek redress if they reasonably believe their personal data has been used by the Bank in violation of the Privacy Policy.  

IBNET will not share your personal information with any third parties including internal World Bank staff/teams unless you have explicitly provided your consent to do so.   

Your Responsibilities 

You shall not allow any unauthorized person to access your account information (username and password). You are responsible for any loss of Data or other damage that occurs to IBNET and other users of the Services because of any unauthorized access to your account resulting from breach of this condition.  

Modifications 

IBNET may revise these Terms and Conditions from time to time. IBNET will notify you by email or when you log into your account of any revisions. By continuing to use the Services after revisions become effective, you agree to be bound by any updated version of this Agreement.

IBNET Data Sharing Agreement

Additional terms pertaining to Data Focal Points and to be agreed as part of the designation of this role.

IBNET Use of Data

Benchmarking and progress in the water and sanitation sector are dependent on access to good quality data. Sharing data helps all stakeholders validate results, enables practitioners to strengthen analyses, facilitates the reuse of information through lessons learned, and accelerates ideas for future performance. Central to sharing data is the recognized need to make data as available as possible while ensuring that the privacy and autonomy of participating Members and Member Organizations are completely respected, and that confidential/proprietary data are appropriated and protected.  Data shared with IBNET by a Data Focal Point on behalf of a Member Organization will be used as follows:

  • Raw data collected through IBNET 2.0, including that pertaining to management practices, will be treated as confidential and will not be shared with third parties without the prior consent of the Member Organization providing the Data.
  • The World Bank Group may use raw data shared during the survey for internal research and assessments, but it will not be shared outside the World Bank Group without the consent of the Member Organization.
  • All key performance indicators (KPIs) will be publicly available on the IBNET 2.0 website and be available for download.
  • IBNET may use performance indicators and tariff data in publicly available official sites, reports, including assessments of water & sanitation utilities and/or service providers, benchmarking and other generalized reports.

Your Responsibilities as Focal Point

  • As the Data Focal Point for Data that is not currently in the public domain, and for the purposes of sharing through IBNET you have secured all rights necessary to authorize sharing of this Data on behalf of your Member Organization and to determine how it is shared in the future.

Data Sharing with IBNET – Data Licensing

Storage, Retention and Deletion of Data

  • Data Focal Point-provided data is stored on servers owned, leased, and/or certified by the World Bank.
  • Data Focal point(s) seeking to terminate their account with IBNET, for whatever reason, are expected to transfer the Data Focal Point role(s) to another Member affiliated with the Membership Organization. This should be communicated with IBNET by email to IBNET@worldbank.org. In the event that a Data Focal Point(s) is not identified, and after a period of 180 days, IBNET retains the right to delete, anonymize and/or aggregate the relevant Data without any obligation to you.
  • Data Focal Points, at the behest of their Member Organization, may request IBNET to delete their Data. Requests to delete Data may be made by email request to  IBNET@worldbank.org. Deletion of this Data will not cause any aggregated data or visualizations to be deleted.

Security/Notice

  • IBNET takes reasonable and customary security measures to protect the privacy and security of your Data in line with the provisions of the World Bank’s Data Privacy Policy. In the event of a data breach, natural disaster, or other unforeseen event that causes your Data to be deleted or compromised, IBNET will notify you when you log in an/or by email.

Portability

  • Data Focal Points may download their Data at any time as long as they maintain an active account with IBNET. In some circumstances, Data may not be retrievable in its original format.

Sharing with IBNET Affiliates

  • In some cases, IBNET has partnered with Organizations engaged in similar functions, commonly on a regional basis. Where agreements are made to share Data with these Organizations, Custodians will be asked for explicit consent before Data held by either party is transferred or copied to the other party.

Modifications

  • IBNET reserves the right to change or modify the Data Sharing Agreement at our sole discretion at any time. We will notify you about significant changes by sending a notice to this email address so that you can choose whether to continue sharing data with IBNET. Significant changes will go into effect no less than 30 days after we notify you.
  • Any modifications to the Data Sharing Agreement will not change the license referenced above unless written permission is given by the provider.

  • Your email address will be the main avenue for informing you of any updates to the provider agreement.
